Federal COBRA benefits are generally available to employers with 20 or more employees in the prior calendar year. The New York state continuation of coverage (Mini-COBRA) is available for all insured health plans with under 20 employees; however, it does not apply to stand-alone dental or vision plans.
Since federal COBRA does not apply and Mini-COBRA only applies to medical coverage, members currently enrolled in stand-alone dental and vision plans who are transitioning to COBRA are not eligible to continue coverage with COBRA benefits.
